Italy’s first carbon-neutral social housing development, L’Innesto Milano, is about to become a reality

In early December 2025, the Municipality of Milan adopted the implementation plan ‘Scalo Greco-Breda’, which will develop the ‘L’Innesto’ project, winner of the 2019 Reinventing Cities competition.

 

L’Innesto, Italy’s first carbon-neutral social housing project, is set to define a new benchmark for sustainable urban regeneration.

 

At the heart of L’Innesto’s regeneration strategy are commitments to sustainability, the principles of a circular economy, and carbon-free design. The project won the prestigious C40 Reinventing Cities international competition, showcasing innovative solutions for regenerating the railway area which focus on climate neutrality and achieving a net zero carbon footprint.

 

MIC-HUB has developed a sustainable, low-impact mobility strategy to encourage future residents to adopt healthier travel habits. This involves promoting alternatives to private cars such as public transport, active mobility and sharing systems.

 

L’Innesto residents will potentially be able to give up ownership of private cars thanks to a range of alternatives offered by the new district and a strategy of minimising parking spaces.

 

L’Innesto is more than just a housing development; it is a living laboratory for future sustainable urbanism and a reproducible model that will inform policy-making and offer a blueprint for other cities worldwide.

Located on the six-hectare former Scalo Greco-Breda rail yard, this pioneering project is the result of a partnership, involving Redo SGR Spa, Fondo Immobiliare Lombardia, Comune di Milano, Fondazione Housing Sociale, Planet Smart City and the project team led by Arup, comprising Barreca & La Varra, Stantec, Ariatta, Starching, CEAS, and MIC-HUB.
