Cittadella della Sicurezza, Rimini

The design phase for the new Cittadella della Sicurezza is set to begin in Rimini, marking one of the most significant urban regeneration projects the city has undertaken in recent years.

The project is being promoted through collaboration between the Agenzia del Demanio and the Municipality of Rimini and involves the redevelopment of the former Giulio Cesare barracks. This site, which covers approximately 70,000 sqm, will be transformed into a new integrated hub combining a public park, sustainable mobility and open spaces for the community. This will return a strategic area to the city.

MIC-HUB is contributing to the mobility and road infrastructure strategy within the masterplan led by Settanta7, supporting the transformation of a site that has historically been separated from the urban fabric into a more open, accessible and permeable part of the city.

The Cittadella will house the Prefecture, Police Headquarters, State Police, Financial Police, ROAN and the Carabinieri, uniting functions that are currently scattered across various locations within the city.

The project is based on an integrated urban regeneration approach that will transform the historically enclosed area into a large public park and act as a catalyst for new pedestrian and cycling connections. The project foresees a significant increase in green spaces, from 4,400 sqm to over 41,000 sqm, with the planting of approximately 680 new trees. Removing the former perimeter wall will reconnect previously disconnected parts of the city, creating continuity between parks and green spaces, and offering new places to walk, meet and experience nature.

The mobility system comprises new road infrastructure and reconfigured key intersections. These interventions are designed to improve accessibility, organise traffic flows and separate institutional and public movements, ensuring the park is safe and fully usable. The project promotes sustainable mobility by providing approximately 3 km of pedestrian paths and 2 km of cycle routes, which are integrated with new parking areas, electric charging points and shared mobility services.

The Cittadella is part of the wider ongoing urban transformation of the area and has the potential to act as a catalyst for further developments in the surrounding area.

At the heart of the project lies the large public park, which is intended to define and generate the area’s identity. Two main axes connect the park to the sea and to other important urban areas. The project will deliver direct and tangible benefits for citizens in terms of safety, services, and quality of life through new pathways, squares, and thematic gardens, providing generous, inclusive, and accessible public spaces dedicated to leisure, sport, and social interaction.

The project is designed by the international studio Settanta7, who led a team comprising Paisà Srl, Mic-Hub Srl, engineer Marco Monaco and Aspasia Archeo Service Srl. This multidisciplinary team offers an integrated and innovative vision of urban transformation.
