The Municipality of Teramo (51.559 inhabitants) has adopted an urban and territorial development strategy in line with the strategic objectives of the European Union, recognising sustainable mobility as a key element for the city's growth.

MIC-HUB was responsible for developing the Sustainable Urban Mobility Plan (SUMP) and the Urban Traffic Plan, which are essential tools for guiding the transformation of the mobility system.

Departing from traditional infrastructure policies, the SUMP takes a multidimensional approach, combining strategic planning, mobility regulation, and governance tools to optimise the use of public space, reduce dependence on private cars, and improve the accessibility and efficiency of the transport system.

The plan was adopted by the Municipality in August 2023.

PROJECT HIGHLIGHTS

  • Development of a macro-simulation model to test the most effective mobility measures
  • A six-pillar framework strategy for accessible, safe and integrated mobility

Our contribution

The process of developing the Sustainable Urban Mobility Plan (SUMP) consists of eight procedural steps, as per the Eltis methodology: preliminary activities, plan drafting and final activities.

The Teramo SUMP used a macro-simulation model to test the effect of various measures, identify the most suitable ones to achieve the plan's strategic objectives, and extract general evaluation KPIs.

The SUMP's strategic framework is set out in the Mobility Manifesto and comprises six pillars: urbanity; road safety and the culture of public space; sustainable and accessible mobility; intermodal hubs as drivers of urban, economic and social regeneration; the importance of smart mobility; parking management as a tool for optimising urban mobility; and promoting active mobility.

Together, these elements provide a framework for an integrated and adaptive approach to urban mobility, aimed at improving infrastructure efficiency, reducing environmental impact, and enhancing the quality of urban life.
