How does public transport accessibility in Milan cope with the distribution of population?

Following our contribution to the Forum dell’Abitare event brought up by the Milan city council, MIC-HUB’s City Futures division explored the geography of the public transport accessibility of the metropolitan area of Milan through the Public Transport Accessibility Level (PTAL) tool and investigated how existing and planned public transport systems in the Milan area will respond to the need of a growing population.


We looked into three scenarios – Milan in 2013 (past), present (2023) and 2035 (future) – and combined the census population data with the network of high-frequency public transport systems (maximum service waiting time of 15 minutes).

Our contribution

The analysis compared the public transport provision, following the introduction of new metro lines (M4 and M5 in 2023) and further infrastructural projects that may be completed by 2035. These are either currently in realisation, planned or partly approved by the relevant authorithies.

Among some of the most interesting findings, it is expected that approximately 900,000 people will likely benefit from the planned transit systems across the metropolitan area. Interestingly, a ballpark figure of 30-40,000 lives in urban areas that will experience an increase of transport accessibility from’ low’ to ‘good levels’.


In 2035, the new infrastructures will depict a geography of transport accessibility that expands towards the outer areas of the city, enlarging the area of privilege wherein PT grants quick access to Milan city center.

The transport accessibility is one of the key factors to move towards a people-centred, inclusive and sustainable city for everyone.
